With what intention did Vietnamese top legislator Vuong Dinh Hue “slip his tongue” at President Joe Biden?

General Secretary Nguyen Phu Trong of the ruling Communist Party of Vietnam is the one who proactively invited US President Joe Biden to visit Vietnam, within the framework of an official state visit, when Mr. Joe Biden is about to make a trip to Asia in mid-September.

This was confirmed by Mr. Joe Biden himself, when he told voters during an election campaign in July 2023: “I’m not joking, we already have the Philippines and soon, we will have also Vietnam and Cambodia, they also want to become part of our connection.”

Therefore, General Secretary Trong – in his capacity as head of the Communist Party of Vietnam – presided over the reception of the head of the United States of America, a famous anti-Communist and anti-terrorist state. At the same time, Mr. Joe Biden’s acceptance and agreement to hold talks at the headquarters of the Central Office of the Communist Party of Vietnam – a former enemy of the United States – is an unprecedented event in the history of diplomatic relations between two countries.

When meeting with President Joe Biden, National Assembly Chairman Vuong Dinh Hue proposed that the United States soon complete the procedure to recognize Vietnam as a market economy

Vietnamese and US media both excitedly reported “rosy” news about President Biden’s visit, especially about the fact that Vietnam and the United States had reached unity, bringing diplomatic relations between the two countries to a new level countries to the highest level of “comprehensive strategic partnership.”

Politicians in Southeast Asia even praised and considered the breakthrough in US-Vietnam relations as a lesson for countries in the Asean region, about putting aside the past and looking towards the future. However, somewhere there is still the question “Vietnam-US comprehensive strategic partnership: Form or substance?”

Meanwhile, before the visit, most opinions said that upgrading relations was only a formality, with the purpose of creating opportunities to help Hanoi take advantage of  market, capital, and American technology for economic development. As for security cooperation and sovereignty protection, 100% will be zero. To this day, the result is correct!

Why such a conclusion?

Simply, the answer is that, at this time, accessing the website “Voice of America” in Vietnam is still fruitless, because it is still blocked by the firewall and cannot be accessed.

Mr. Kim Van Chinh, a former lecturer at the Ho Chi Minh National Academy of Politics, wrote on his personal Facebook page: “Officials from lower levels do not obey the orders from the upper officials or the communists act different from their speaking?”

Today the US Government’s official VOA website is still blocked in Vietnam. So what does the Comprehensive Strategic Partnership Agreement mean? Or wait for it to take effect???”

If we understand that, in foreign affairs, the concept of “comprehensive strategic partnership” is the highest level relationship in bilateral relations, it corresponds to the concept of “ally” in military cooperation, if accompanied by treaties of mutual protection in cooperation between the two countries. That is, the current US-Vietnam relationship is the first step towards an “allied” relationship. Yet the “Voice of the United States” is blocked and denied access by Vietnam, so what does the “comprehensive strategic partnership” between Vietnam and the US mean?

The story of National Assembly Chairman Vuong Dinh Hue’s “slip of the tongue” on September 11, causing President Joe Biden to express his dissatisfaction with the “provocative” questions of the head of the legislature. State of Vietnam. At the same time, Beijing spoke out and criticized US President Biden’s visit to Vietnam as just a formality, while the two “communist brotherhood” countries still trust each other.

With the headline, “Proposal for the United States to soon recognize Vietnam as a market economy”, Nguoi Do Thi newspaper, a newspaper that few Vietnamese people know about, said, “On the afternoon of September 11, at the National Assembly , capital city of Hanoi, Chairman of the National Assembly Vuong Dinh Hue met with President of the United States of America Joe Biden…”. And “Meeting with President Joe Biden, the Chairman of the National Assembly proposed that the United States soon complete the procedure to recognize Vietnam as a market economy; continue to devote resources to cooperation in overcoming the consequences of war.”

Why, in the Joint Declaration upgrading Vietnam-US relations to a comprehensive strategic partnership on September 10, there is a clear statement: “On September 8, 2023, the US received an official request asking the US to consider recognizing Vietnam’s market economy status. The US will urgently consider this request of Vietnam according to law.” Therefore, people do not understand why Mr. Vuong Dinh Hue again proposed “The United States soon complete the procedure to recognize Vietnam as a market economy…” for what? Or does Hue want to “play a joke” want to confirm that “Communism” has ended in Vietnam?

While General Secretary Nguyen Phu Trong and US President Joe Biden affirmed on the afternoon of September 10: “Vietnam and the United States put aside the past to look forward to the future,” Chairman Hue still intentionally evoked by asking (President Joe Biden) to “continue to devote resources to cooperation in overcoming the consequences of war” if not to call it an indecent act of “teasing“? The illustration from Nguoi Doi newspaper shows that when listening to Hue speak, the US President’s face changed, which was described as anger./.
