Plenum 8: Why will General Secretary Trong play final game with PM Chinh?

 

The 8th Plenum of the Central Committee of the Communist Party of Vietnam, term 13, is expected to open in mid-October. The content will focus on discussing personnel work for the 14th National Congress of the ruling party in early 2026.

 

According to internal rummor, it is very likely that General Secretary Nguyen Phu Trong will officially retire at the end of this term for the reason that his age is too high (82) and has sat for three consecutive terms. That is against the provisions of the Party Charter.

 

People familiar with the matter said that General Secretary Trong absolutely does not want to retire, for the reason that, as General Secretary for more than ten years, Mr. Trong had caused many enemies and brought many resentments. It’s not only in Vietnam, but also in the political arena in other totalitarian countries, there is an unwritten rule, “Fish eat ants and then one day ants eat fish.”

 

That is why, more than anyone else, General Secretary Trong is currently in a state of extreme fear. That is why, there are reliable sources said, Mr. Trong tries to keep good relations with Beijing, in the hope that, if there is a change, General Secretary Trong will follow in the footsteps of Mr. Hoang Van Hoan, to spend the last days of his life in the China.

Because of fear, in the last remaining days of his position as General Secretary, Mr. Trong was determined to build a leadership team loyal to him. It would be 2/3 of the Politburo, or all 4/4 of the four pillars of the next term must be Trong’s people. Because of that, General Secretary Trong can eat well and sleep peacefully in the last days of his life.

A thorn in Trong’s eye was previously plucked, it was former Prime Minister, former President Nguyen Xuan Phuc. Phuc is guilty of not hiding his ambition to win the General Secretary’s seat, before, during and after the 13th National Congress, regardless of whether Trong takes a break or doesn’t. It was Bay Phuc who was the first, who resolutely refused to accept Tran Quoc Vuong as the successor to the General Secretary’s seat before the 13th Congress. That’s why Trong decided to stay in the General Secretary’s chair at the 13th Congress, not handing it over to Bay Phuc.

In fact, the ambition to become General Secretary in senior leaders, from Politburo members and above, is something to be encouraged. Because he is a politician, who does not have the ambition to reach the most powerful chair. In fact, none of the leaders of Vietnam do not have the ambition to be General Secretary, because otherwise, as Professor Ngo Bao Chau puts it, they are just “non-nerves” people.

However, General Secretary Trong considers that ambition to be his prerogative, afraid to the point of threatening to insinuate extremely unreasonable things, “will not bring into the Central Government those who have ambitions for power as well as corruption.” That said, who wants to sit in the General Secretary’s seat is equal to committing the crime of corruption, which is punishable by death, or life?

That’s why the social network asked the question, “The guy who is most afraid of losing his seat is General Secretary like Mr. Trong, so is he an object of ambition for power? And if so, the first person should not be elected to the Central Committee should be Mr. Trong.”

Up to now, Bay Phuc’s resignation from the position of President of the State, because of political responsibility, because his subordinates are two deputy prime ministers Pham Binh Minh and Vu Duc Dam, have shown signs of misconduct. After Phuc was eliminated, Trong has a relief but still big worry.

And now, the second thorn that Trong is determined to uproot is PM Pham Minh Chinh. Unlike Bay Phuc, so far, PM Chinh has not looked at the General Secretary’s chair. Because Chinh knows that even if there is a challenge, Trong can’t hold it and continue to sit on the party chief position. With his advanced age and current weakness, he cannot remain his position.

So why does General Secretary Trong hate PM Chinh and since when?

Unlike his predecessors, PM Chinh has come from the intelligence of the Ministry of Public Security and has extensive experience in organizational work. So Chinh’s move is to play a strategy of obstruction (obstacle). That is, for any comrade who is targeted by General Secretary Trong to become his successor, those characters will immediately receive insinuating messages, the type of mistakes that are revealed to be fatal. As top legislator Vuong Hue is an example.

 

But the only stain of PM Chinh is the crime of having affairs with Nguyen Thi Thanh Nhan, when he was Secretary of Quang Ninh. In Vietnam, it is common for businessmen to partner with officials. Is there anyone who is not corrupt? Without shaking hands, where is the difference, to bribe tens of millions of US dollars?

 

According to knowledgeable people, Ms. Nguyen Thi Thanh Nhan is a person of the Ministry of National Defense, but is a thorn in the eyes of the Party and needs to be removed. Due to the fact that the commission from weapons contracts was stolen by Chinh and Nhan, along with factions in the army, army political commissar Luong Cuong and Trong lost their benefits and interests.
